Andrew Feinstein served as an ANC Member of Parliament in South Africa from 1994 – 2001. In this paper he summarises key mechanisms utilised by the Speaker of the National Assembly in South Africa to facilitate the smooth functioning of the National Assembly in relation to both its legislative and oversight functions in terms of relations with the Executive and the management of the Legislature.
